The HARMONISE Framework for Positive Energy Districts
How can cities systematically design, implement, and evaluate Positive Energy Districts (PEDs)? Achieving climate neutrality at district level requires more than innovative technologies, it demands a clear, harmonised methodological foundation.
Within the HARMONISE project, we have developed a common PED framework and methodological approach to guide cities throughout their transition journey and beyond.
Why a Harmonised PED Framework Is Essential
Across Europe, cities are experimenting with Positive Energy Districts under different climatic, regulatory, economic, and social conditions. While this diversity fosters innovation, it also creates fragmentation. Without a shared understanding of definitions, boundaries, and evaluation methods, it becomes difficult to compare results, replicate solutions, or scale successful approaches.
HARMONISE addresses this challenge by establishing a structured PED framework that aligns technical, environmental, economic, and social dimensions under a common methodology. This ensures that demonstration districts operate within a coherent and comparable structure.
Defining Positive Energy Districts in Practice
A Positive Energy District is more than a group of energy-efficient buildings. It is a geographically defined urban area that achieves a positive annual energy balance through renewable generation, energy efficiency, flexibility solutions, and smart management systems. However, HARMONISE recognises that energy balance alone is not sufficient.
The project therefore expands the PED concept to include governance structures, stakeholder engagement, financial models, and digital infrastructure. This integrated perspective ensures that districts are not only energy-positive, but also economically viable, socially inclusive, and technically robust.
A Structured Methodological Approach
The HARMONISE methodology provides cities with a clear structure that supports boundary definition at district level, baseline assessment of energy and emission performance, identification of technical and non-technical interventions, integration of renewable energy and flexibility solutions, and continuous monitoring of results.
By offering this structured process, HARMONISE reduces uncertainty and supports informed decision-making throughout planning and implementation phases.
Integrating Technical and Non-Technical Dimensions
One of the key strengths of the HARMONISE approach is the recognition that PED development is not purely a technical challenge. Governance frameworks, regulatory conditions, financing schemes, and citizen participation mechanisms are equally critical to success.
HARMONISE therefore embeds stakeholder collaboration and co-creation into its framework. By aligning urban planners, energy providers, policymakers, citizens, and investors, the project strengthens ownership and long-term sustainability of district transformations.
Ensuring Replicability and Scalability
A core ambition of HARMONISE is to enable replication across European cities. By standardising terminology, defining performance parameters, and aligning district-level actions with European climate objectives, the project facilitates benchmarking and knowledge transfer between cities.
This harmonised approach accelerates learning, supports scalability, and reduces barriers to implementation.
